Introduction - Statutory Duty

Under the 2021 Environment Act, public authorities (including town and parish councils) who operate in England must consider what they can do to conserve and enhance biodiversity in England.

 

Government guidance published on 17th May 2023 clarifies that, as a public authority, town and parish councils must:

  • Consider what they can do to conserve and enhance biodiversity.

  • Agree policies and specific objectives based on their consideration.

  • Act to deliver their policies and achieve their objectives.

Protecting one of our most valuable habitats

Hedgerows are a defining feature of the South Norfolk countryside. They provide essential habitats and wildlife corridors linking gardens, farmland and woodland.​ A healthy hedge can support hundreds of species, including birds, insects, mammals and plants.

 

Why hedgerows matter

Hedgerows provide:

Homes for wildlife

Birds use hedges for nesting and shelter. Small mammals use them for protection and movement.

Food sources

Flowers provide nectar for insects, while berries provide winter food for birds.

Wildlife corridors

Hedges allow animals to move safely between different habitats.

Environmental benefits

Hedgerows help:

  • reduce soil erosion;

  • slow water movement;

  • provide shelter from weather;

  • store carbon.

Supporting healthy hedges

Where planting new hedges, native species are usually the best choice.

Suitable species include:

  • hawthorn;

  • blackthorn;

  • hazel;

  • field maple;

  • holly;

  • dog rose.

Residents and landowners can help by maintaining hedges sensitively and avoiding unnecessary removal. Protecting and restoring hedgerows is one of the most effective ways we can support biodiversity across South Norfolk.
